Evaluation, Data Analytics & Measurement Specialist – Full-Time Permanent

Reporting to the Executive Director or designate, the position is responsible for the day-to-day management and oversight for all Edmonton O-day’min Primary Care Network (EOPCN) program evaluation, data analytics, and Electronic Medical Records (EMR) reporting. This position will be in support of existing similar resources currently based out of Province.

The position is required to develop, organize and administer the EOPCN data analytics function and manage a junior analyst. The position designs large-scale analytical systems; interprets business requirements into functional and technical requirements; understands and designs workflow/process-based systems. Also responsible for providing thought leadership and business strategy acumen around advanced analytics and business information lifecycle and leading business partners through data and value-based decision-making cycles.

RESPONSIBILITIES/DUTIES:

• Understand the broader PCN strategy and EOCPN business needs and objectives.
• Develop and implement strategies, processes and tools for effective data analysis and reporting.
• Define EOPCN and PCN-wide metrics and data sources.
• Configure and implement EOPCN analytics solutions.
• Develops functional, non-functional and technical requirements based on business imperatives; presenting to executive teams with authority and purpose.
• Lead and develop a team of data analysts.
• Oversee all EOCPN data analytics, evaluation operations to identify outcomes and measures and trends, correct discrepancies and ensure quality.
• Extract reports from multiple sources (e.g. clinical operations, IT, stakeholder feedback, etc.).
• Build systems to transform raw data into actionable EOPCN business insights.
• Apply industry knowledge and best practices to interpret data and improve EOPCN performance.
• Keep abreast of industry news and trends.

KNOWLEDGE & SKILLS:

• Proficiency and working understanding of R Script/R Project statistical computing and graphics software is desired.
• Extensive Tableau analytics software experience is essential.
• Experience with Accuro and/or other EMR systems is strongly desired.
• In-depth experience in the health care environment.
• Experience in applied health services research and with using large databases is required.
• Strong knowledge of Statistics and advanced experience using advanced software for programming and analyzing datasets is required.
• Expertise in basic and advanced statistical methods (e.g., analysis of variance, non-parametric alternatives, multivariate modeling including multi-level techniques, time series analysis longitudinal modeling, structural equation modeling, and classification techniques) is required.
• Technical expertise regarding data models, database design development, and data mining is required.
• Knowledge of data life cycles is desired.

QUALIFICATIONS/EXPERIENCE:

• A Bachelor’s degree is a minimum essential requirement.
• MSc in Mathematics, Statistics, Biostatistics, or a related health sciences discipline is preferred.
• Extensive Tableau analytics software experience is essential.
• Experience in applied health services research and with using large databases is required.
• Strong knowledge of statistics and advanced experience using SAS for programming and analyzing datasets is required.
• A minimum of 5+ years related experience in a similar role or equivalencies.
• Health care, clinical or medical office experience is an asset.
• Experience with Accuro and/or other EMR systems is strongly desired.
